AB 755: California Museums for All

CAM is sponsoring a bill in the California State Legislature that would build on the success of the national Museums for All program and boost funding for the California Cultural and Historical Endowment’s (CCHE) Museum Grant Program. AB 755, authored by Assemblymember Eduardo Garcia (D-Coachella), would make museums more accessible to all Californians.

AB 755, would: create a California-based program that will offer individuals and families with
Electronic Benefits Transfer (EBT) cards free or very low cost ($0-$3.00 per person) admission to museums; provide a modest grant to participating California museums; and allocate additional funding to CCHE’s Museum Grant Program, which supports small capital projects in museums.

The Assembly Appropriations Committee recently passed substantial amendments to AB 755 that CAM does not support. In addition to taking out the appropriation of $4.5 million, a provision was added to make any museum ineligible to participate in California Museums for All if it “already offers a reduced admission fee in that range during the museum’s normal hours of operation, based on determinations related to income." After these amendments were made, AB 755 passed the Assembly Floor with a vote of 70-5, with five additional assembly members not voting.

The bill was subsequently recently referred to the Senate Committee on Natural Resources and Water and is scheduled for hearing on July 11. While these latest amendments to AB 755 are troubling, we at CAM will be working with the office of the bill’s author, Assembly Member Eduardo Garcia (D-Coachella), to determine how to better move forward in the next legislative session. We will keep you informed of developments at each stage in this process.
