FEDERAL FORMULA GRANTS FOR MUSEUMS, PART I OF II

Did you know that the Institute of Museum and Library Services (IMLS) provided $210.5 million for libraries in 2006, while museums received only $36.5 million? Why the difference? Federal formula grants given from IMLS directly to the states accounted for $163.7 million of IMLS's authorization. Museum workers, leaders, and supporters should know that there is a national advocacy effort underway to create a federal formula grant program for museums. This is Part I of a two-part series on federal formula grants for museums in CAM e-news to both inform and involve CAM's constituents.

In 1956, Congress wisely invested in America's libraries by creating a formula grant program. By providing federal funding and leveraging state and local funding, this program has built a strong and stable system of support for American libraries. Over time, this investment has enhanced professionalism, built programming, and helped our libraries keep up with technological change. With the reauthorization of IMLS in 2009, Congress has the opportunity to positively shape the future of the nation's museums by establishing a federal formula grant program for museums. A federal formula grant model for museums would:

  • Provide significant financial support for all types of museums;
  • Bring federal tax dollars home to the states, where each state's unique challenges, needs, and opportunities can be addressed;
  • Require every state to name an agency responsible for monitoring and assisting museums at the state level;
  • Leverage matching state and, possibly, local funds for museums;
  • Enable governments to gather data on museums and their progress over time; and
  • Ensure museums are healthy and stable institutions that benefit the nation's citizens.

A Congressional commitment to establishing a federal formula grant system for museums will be a vital step in recognizing and supporting the essential role of museums within the nation's cultural and educational infrastructure. WORKSHOP ON BRANDING AND MARKETING FOR SMALL TO MID-SIZED MUSEUMS

Communicating Your Identity: Strategies for Branding and Marketing for Small and Mid-sized Museums is a one-day workshop presented by the California Association of Museums and the California Exhibition Resources Alliance. This engaging workshop will explore the role of branding, marketing, and public relations in supporting both an excellent visitor experience and meeting institutional goals. Workshop attendees will: understand the positive power of branding and how to use it; complete a "personality board" to use as a guide for future branding efforts; see branding in action at other museums; and learn how to work with marketing, PR staff members, or outside firms to further institutional goals. The presenter is Stephanie Weaver, a consultant to commercial and non-profit organizations on marketing, branding, and the customer experience.

CALIFORNIA CULTURAL DATA PROJECT

Beginning in January 2008, the Cultural Data Project will launch in California. The California Cultural Data Project (California CDP) is a state-wide collaborative effort and is the result of a unique partnership of public and private funders. The California CDP will provide a standardized online system for collecting historical financial and organizational data and will be used for grant applications to many of the participating funders throughout California. Organizations only need to complete a Data Profile (the online form used for collecting financial and other operational information) once each fiscal year. The California CDP will provide the cultural community with consistent and comprehensive data on arts and culture in the state and allow organizations to view reliable data about the cultural sector and enhance both the individual organizational capacity as well as the overall effectiveness of the nonprofit cultural community. Almost thirty granting agencies, from statewide organizations such as the James Irvine Foundation and the California Community Foundation to regional funders, will be participating in the California CDP. Important information sessions will be held across the state this Fall to provide you with an overview of the California CDP and how it will be used. The sessions will also demonstrate how cultural organizations can use the California CDP to view important trends and compare how they operate relative to their peers and the community at large. CALL FOR CAMMY AWARD NOMINATIONS

CAM is requesting nominations for the CAMMY Award by Friday, November 9, 2007. The CAMMY Award recognizes extraordinary museum supporters, professionals, and institutions that have made outstanding contributions to California museums. The award highlights the excellent work of an individual or group in one or more of the following areas: Leadership, Patronage, and Service to the Field.

Past recipients include: the James Irvine Foundation; Huell Howser, Director/Producer of KCET's California's Gold; the J. Paul Getty Museum; the Institute of Museum and Library Services; the Hewlett-Packard Foundation; U.S. Senator Dianne Feinstein; and Ed Able. CAM members are able to nominate museum supporters, professionals, and institutions who they believe meet the criteria listed above.

PENSION PROTECTION -- SOFTER LEGISLATION INTRODUCED
According to the Chronicle of Philanthropy, two lawmakers plan to propose legislation to soften the sting of the new legislation, which was passed in 2006 as part of the Pension Protection Act. Rep. Tom Uball, Democrat of New Mexico, and Rep. Phil English, Republican of Pennsylvania, say the bill they will introduce this month would make it easier for donors to make fractional gifts of art to charity while also satisfying regulators who believe many donors had been receiving overly generous deductions for their gifts of art. SMITHSONIAN FELLOWSHIPS IN MUSEUM PRACTICE AVAILABLE
The Smithsonian Fellowships in Museum Practice program invites proposals from experienced museum professionals, researchers, and training providers. The program, unique in the museum profession worldwide, supports research about issues of theory and practice in education, curation, exhibition, administration and other museum functions and disciplines. It offers competitively selected individuals an opportunity to study a museological topic of their choice for up to six months in-residence at the Smithsonian. CULTURAL HERITAGE TOURISM WORKSHOP ON NOVEMBER 13
A Cultural Heritage Tourism workshop, Heritage, Culture, Recreation & the Arts: Turning Collaboration & Connection into Place-Making & Economic Prosperity, will be held in Chico on November 13. Participants will learn about funding, trends, different state and local entities and how collaboration and connection can turn into "place-making & economic prosperity." LEADERSHIP IN CULTURAL ORGANIZATIONS - IMMERSION COURSE
The Cultural Resource Management Program at the University of Victoria will offer Leadership in Cultural Organizations as a 5-day immersion opportunity for professionals and volunteers working in museums, heritage sites, cultural centres and galleries and supporting arts or cultural groups. Discussions focus on contemporary challenges and issues impacting leadership in the cultural sector and explore strategies to cultivate institutional leadership and enhance personal leadership. MAAM CALLS FOR 2008 BUILDING MUSEUMS SYMPOSIUM PROPOSALS
The Mid-Atlantic Association of Museums (MAAM) has announced its call for proposals for its 2008 Building Museums Symposium, to be hosted in Washington D.C., February 28 - March 1, 2008. MAAM is seeking proposals for sessions that will engage museum professionals, architects, planners, and other technical experts in a dynamic exchange of ideas about key issues for museum building projects. Symposium participants will enjoy opportunities to meet and learn from the professionals impacting museum construction projects today. Program content will reflect museums of various sizes, disciplines, budgets, collections-orientation, and scope of building projects. NEH ANNOUNCES WE THE PEOPLE BOOKSHELF PROGRAM
The National Endowment for the Humanities (NEH) in cooperation with the American Library Association (ALA) is accepting applications for the fifth We the People Bookshelf program. Each year, NEH identifies a theme important to the nation's heritage and selects books that embody that theme to build the We the People Bookshelf. IMLS ANNOUNCES MUSEUM GRANTS FOR AFRICAN AMERICAN HISTORY AND CULTURE
The Institute of Museum and Library Services (IMLS) is accepting applications for its Museum Grants for African American History and Culture, which enhance institutional capacity and sustainability through professional training, technical assistance, internships, outside expertise and other tools. Successful proposals will focus on one or more of the following three goals: developing or strengthening knowledge, skills and other expertise of current staff at African American museums; attracting and retaining professionals with the skills needed to strengthen African American museums; and attracting new staff to African American museum practice and providing them with the expertise needed to sustain them in the museum field.
