| UPDATE ON IRS FORM 990 |
Beginning in 2008, small tax-exempt organizations that previously were not required to file returns may be required to file an annual electronic notice, Form 990-N, Electronic Notice (e-Postcard) for Tax-Exempt Organizations not Required To File Form 990 or 990-EZ. This filing requirement applies to tax periods beginning after December 31, 2006. According to the IRS, organizations that do not file the notice will lose their tax-exempt status. Read more from the IRS at http://www.irs.gov/charities/article/0,,id=169250,00.html. For a business news article on this issue with some good advice, check out a Worcester (MA) Business Journal story at http://wbjournal.com/j/index.php?option=com_content&task=view&id=2364&Itemid=139. [Excerpted from the California Arts Council Update, September 12, 2007]
Independent Sector has filed detailed comments with the IRS on the proposed redesign of Form 990 (as reported in previous editions of CAM e-News). Independent Sector's letter to the IRS calls the draft a significant step toward strengthening the compliance and accountability of nonprofit organizations. At the same time, it also recommends several changes to the draft form and urged the IRS to delay implementation of the core form — the ten-page section that all filers must complete — until fiscal year 2009 to permit organizations to make necessary changes to their accounting and record-keeping systems. To read the full letter, which details all of Independent Sector’s concerns and recommendations, see http://www.independentsector.org/programs/gr/IS_Final_Comments_Draft_Form_990.pdf (29 pages, PDF). The deadline for application is Friday, December 7. Application forms for the Preservation Needs Assessment Program can be found on CCAHA’s website at http://www.ccaha.org/surveys.php. | MONTHLY MUSEUM POLL: THE IMPACT OF NEW MUSEUMS ON EXISTING MUSEUMS |
In August, newspapers across the country announced that Donald and Doris Fisher, the San Francisco billionaires who co-founded the Gap clothing chain, plan to build a 100,000 square foot museum in San Francisco's Presidio to showcase their contemporary art collection. The impact of this new museum on San Francisco and existing museums has been discussed in the San Francisco Chronicle, Los Angeles Times, San Jose Mercury News, San Francisco Bay Guardian, and the New York Times. Some bloggers have commented that a world-class city like San Francisco, which depends on tourism, can always use another museum. Others have said that the Fishers should collaborate with and support existing museums.
This issue is much broader than the specifics surrounding the Fisher museum. According to a CAM survey, approximately 70 new museums will be established in California by 2010. New museums are in development in small and large communities across California. What impact will these new museums have on existing museums? Will new museums compete for donors, visitors, and members? Or, will new museums help leverage more public and private support for all museums and encourage communities to embrace all cultural institutions?
