IRS UNVEILS DRAFT NONPROFIT TAX FORM 990

The Internal Revenue Service (IRS) has released a new version of its Form 990 informational tax return, the primary tax document that charities file each year. The version released is a draft that charities, lawmakers, and others will get to debate over the next few months. The most controversial part of the proposed form may be a section that asks specific questions about whether organizations follow certain management and governance policies and practices. The IRS hopes the questions will promote greater accountability. During the next three months, nonprofit organizations and others interested in the form will have the chance to weigh in on the draft document and recommend changes to it before the IRS eventually makes the form final. The IRS plans to require charities to start using the form for the 2008 tax year, which organizations would file in 2009. Comments and recommendations are due September 14. URBAN INSTITUTE TO INVESTIGATE PUBLIC FUNDING MECHANISMS FOR MUSEUMS

In a new cooperative agreement with the Institute of Museum and Library Services (IMLS), the Urban Institute, a non-partisan economic and social policy research organization based in Washington, D.C., will study the mechanisms of public support for museums in the United States and possible alternative funding methods. In 2008, the findings of the study and the results of the regional hearings will be published and widely disseminated in a final report. The report will include a discussion of the degree to which museums are able to fulfill their missions and serve their publics through available funding sources, the expectations and needs of communities and the museum-going public, and recommendations for further action. After the study's completion, IMLS will host up to three regional hearings to collect opinions and perspectives about the impact and effectiveness of museum services from museum professionals, community leaders, educators, public officials, and representatives of regional, state, and local organizations. NALAC ANNOUNCES FUND FOR LATINO ARTISTS
The National Association of Latino Arts and Culture (NALAC) is offering Fund for the Arts, a grant program which provides financial support to U.S. Latino artists, ensembles, and organizations. Grants can also provide organizational support to help build the internal capacity of Latino arts organizations, support the creation and presentation of works by Latino independent artists, and strengthen communities by investing in the creative and cultural assets of Latinos in the U.S. The deadline to apply is June 30. SPRINT FOUNDATION OFFERS ARTS, CULTURAL, AND MUSEUM GRANTS
The Sprint Foundation supports visual and performing arts organizations, museums and other cultural organizations and activities which have effective outreach programs that broaden cultural experiences for the general public, particularly youth and non-traditional audiences. The Foundation reviews proposals on a continuous basis, and is currently emphasizing support for Los Angeles and San Francisco area communities. Applicants will typically receive a response within four to six weeks if a proposal is accepted for further consideration. AASLH OFFERING LAST PERFORMANCE MANAGEMENT GROUP OF 2007
The American Association for State and Local History (AASLH) is now accepting applications for the last 2007 group to participate in its Performance Management program. The Program is based on measurement of visitor satisfaction and opinions. The deadline for 2007 applications is June 30. The next group will not begin until January 2008. In addition, beginning in August, the Performance Management program will offer a new program that measures satisfaction and opinions of teachers and students who take part in an institution’s education programs. The deadline to sign up for the Performance Management teacher and student survey group is August 15. WACHOVIA FOUNDATION ACCEPTING APPLICATIONS FOR COMMUNITY NEEDS GRANTS
The Wachovia Foundation is offering grants which support the efforts of nonprofit organizations that demonstrate broad community support, address specific community needs, maintain fiscal and administrative stability, and focus on one or more of the following foundation interest areas: education; community development; health and human services; and/or arts and culture. ACTA GRANTS AND APPRENTICE PROGRAM APPLICATION DEADLINES APPROACHING
The Alliance for California Traditional Arts (ACTA) is offering a number of upcoming opportunities, and the deadlines are rapidly approaching. ACTA’s Living Cultures Grants Program provides funding for non-profit organizations to support exemplary projects in the traditional arts (deadline to apply is August 1). ACTA's Apprenticeship Program encourages the continuation of the state's traditional arts and cultures by making $3,000 contracts with master artists to train qualified apprentices (deadline to apply is August 1). ACTA’s Traditional Arts Development Program makes contracts up to $1,500 to support consultancies, mentorships, and travel opportunities that foster a new level of growth for individual folk & traditional artists and organizations (applications accepted on ongoing basis). In addition, ACTA will be hosting a number of informational meetings regarding these programs at the Japanese American National Museum (Los Angeles) on June 21, and at the Cultural Council of Santa Cruz County (Santa Cruz) on June 25. AMA AND LEADER TO LEADER INSTITUTE ANNOUNCE SCHOLARSHIP PROGRAM FOR NONPROFIT LEADERS
The American Management Association (AMA) and the Leader to Leader Institute have established the AMA Scholarship Program to assist nonprofit organizations in developing "the strong leaders today who will lead the organizations of the future." AMA has allocated funding for seventy-five scholarships to be administered by the Leader to Leader Institute. The deadline to apply is November 15. ARTS IN EDUCATION PROGRAM RECEIVES $39 MILLION IN 2008 BUDGET
On June 7, the House Labor-Health-Education Appropriations Subcommittee, which sets the initial funding level for education programs at the U.S. Department of Education, approved $39 million for the Arts in Education program in the FY 2008 spending bill. The subcommittee also provided an increase of 5 percent ($20 million) in advance funding for public broadcasting and an increase of 12.7 percent ($125 million) for 21st Century Community Learning Centers (after school programs). Earlier this year Americans for the Arts testified before the House Labor-HHS-ED Subcommittee. Ayanna Hudson Higgins of the Los Angeles County Arts Commission testified in support of providing $53 million for the Arts in Education program in the FY 2008 budget. The next step is for the FY 2008 Labor-HHS-ED Appropriations bill to go to full committee, and then possibly to the House floor by the end of the month. PG&E ACCEPTING CONTRIBUTION REQUESTS
Pacific Gas and Electric (PG&E) Company is increasing its support to charitable nonprofit organizations, and is now accepting applications for charitable donations. APPLICATIONS NOW ACCEPTED FOR THE DRUCKER AWARD FOR NONPROFIT INNOVATIONS
The purpose of the Peter F. Drucker Award for Nonprofit Innovation is to find nonprofit innovators, whether small or large, to recognize and celebrate their example, and to inspire others. The Award is given each November to three non-profit organizations in recognition of an innovative, existing program that has made a difference in the lives of the people it serves. TAAC ART AND DIVERSITY CONFERENCE JULY 12-15 IN DENVER
The Association of American Cultures (TAAC) is hosting its annual National Conference and Symposium on Cultural Diversity in the Arts on July 12 through 15 in Denver, Colorado. The Conference, Open Dialogue XI, will explore global connections, arts, and racial backgrounds in the United States and worldwide. Hosted by the Western States Arts Federation, the conference will feature panel sessions, professional development workshops, and a high level symposium with topics addressing cultural democracy, technology and the cultural landscape, global migration, and immigration. The American Association for State and Local History (AASLH) is inviting its members to recommend individuals to serve on the AASLH Council and Nominating Committee. Recommendations are hereby solicited for the following positions for the 2008 election cycle: AASLH Officers—Vice-Chair (becomes chair in next term), Secretary, and Treasurer; AASLH Council—four members will be elected from a slate of six; and, Nominating Committee—two members will be elected from a slate of four. ART BEYOND SIGHT AWARENESS MONTH IS OCTOBER 2007
Art Education for the Blind will be hosting a number of opportunities in honor of Art Beyond Sight Awareness Month in October. NATIONAL COALITION FOR HISTORY LAUNCHES NEW WEBSITE
The National Coalition for History (NCH) has launched their new website, which provides real-time access to breaking news through new blog postings on the website and an RSS feed. The website also contains up-to-date issue briefs, and links to Congress, federal agencies and NCH member organizations. ROTHSCHILD FOUNDATION OFFERS FUNDS FOR THE PRESERVATION OF CONTEMPORARY ART
The mission of the Judith Rothschild Foundation’s grant program is to encourage interest in recently deceased American painters, sculptors, and photographers whose work is of the highest quality but lacks adequate recognition. The focus of the grant program is on presenting, preserving, or interpreting work of the highest aesthetic merit by lesser-known American artists who have died after September 12, 1976. CAC ANNOUNCES RECIPIENTS OF 2006-07 “CREATING PUBLIC VALUE” PROGRAM
Forty-four arts organizations in California received funding through the Creating Public Value pilot program from the California Arts Council (CAC), a grant program for organizations that work to provide a benefit to all of its citizens through the arts. The Creating Public Value recipients submitted proposals that addressed outcomes through the arts utilizing three tools identified as The Three Rs: Relationships, Relevance, and Return on Investment. NONPROFIT PROPOSAL AND INSIDER WORKSHOPS TO BE HELD IN JULY AT CENTRAL VALLEY AND INLAND EMPIRE LOCATIONS
The Foundation Center will be hosting four workshops in California’s Central Valley and Inland Empire in July. The training sessions will allow participants to learn valuable proposal writing skills and hear insider tips on how to apply to the James Irvine Foundation's New Connections Fund. NEW TOOLKIT AVAILABLE TO IMPROVE NONPROFIT OPERATIONS
Craigslist Foundation has collaborated with eBay to create the Toolkit for the Social Sector, a guide to using free and low-cost eBay services (eBay, PayPal and Skype) for improved nonprofit operations. The Toolkit shows how a nonprofit can receive a donated percentage of eBay auction proceeds, how to incorporate PayPal into fundraising and CRM, and how to use Skype to improve communications. NATIONAL ARTS MARKETING PROJECT HOSTS 2007 CONFERENCE
The National Arts Marketing Project will be hosting its 2007 National Arts Marketing Project Conference, Flourishing in the New Frontier: New Media, New Audiences, New Opportunities. The Conference will be held November 2-5 in Miami, Florida. The program will focus on technology and new audiences, along with the latest research in the field including new media, from RSS to podcasts; how to optimize tools, from websites to search engines; and about legal issues surrounding the implementation of these technologies. EDISON INTERNATIONAL NOW ACCEPTING CORPORATE CONTRIBUTION REQUESTS
Edison International is now accepting requests for corporate contribution to nonprofit organizations. Funding areas include outreach programs to disadvantaged communities, projects that enhance the ability of individual communities to come together, and organizations that are rooted in their local communities and whose boards and staff are drawn from them. NEH NOW ACCEPTING APPLICATIONS FOR HUMANITIES COLLECTIONS AND RESOURCES GRANTS
The National Endowment for the Humanities (NEH) is now accepting applications for its Humanities Collections and Resources grant program. This grant combines support for activities that were funded previously through two separate grant categories – Preserving and Creating Access to Humanities Collections and Reference Materials. Humanities Collections and Resources grants support projects that preserve and create intellectual access to such collections as books, journals, newspapers, manuscript and archival materials, maps, still and moving images, sound recordings, art, and objects of material culture. BAYER FOUNDATION WELCOMES SCIENCE AND ART PROGRAM GRANT APPLICATIONS
The Bayer Foundation supports programs designed to integrate science and the arts and advocates for arts education programs that reach young and diverse audiences so as to create future artists and arts patrons.
