GOVERNOR SCHWARZENEGGER'S BUDGET SUPPORTS THE ARTS

Recent announcements from Governor Schwarzenegger proposed $100 million in block grants for arts and music funding for K-8 public schools, $428 million for after-school programs, and a 57 percent increase in the 2006-2007 Budget for the California Arts Council.

While the main proposal in the Governor's State of the State address on January 5 was infrastructure funding, he mentioned the arts not once, but twice. The arts and CAC continued to have his support in the Governor's 2006-2007 Budget released January 10th. It includes $100 million for arts and music education in the form of block grants to school districts and will be administered by the Department of Education. After this announcement, The Music for All Foundation (http://music-for-all.org/) noted, "If passed, this would be the first meaningful investment in music and arts education since programs started to erode with the passage of Proposition 13 in 1978." The Governor's Budget also included information about the $428 million for after-school programs funding required under Proposition 49, the after-school initiative championed by Schwarzenegger prior to his becoming Governor in 2003. In addition, CAC's proposed budget is $5.11 million, representing a 57 percent increase over the agency's current 2005-06 Budget.

IMLS BUDGET INCREASES AND NEW FUNDING FOR AFRICAN AMERICAN MUSEUM PROGRAM

Federal funding for the Institute for Museum and Library Services (IMLS) increased 2.7 percent in FY 2006 over FY 2005. Museum programs will receive $36,547,000, an increase of $1,823,000 or 5.2 percent.

This budget includes $842,000 for the launch of the African American History and Culture program. Authorized by the National Museum of African American History and Culture Act and intended to strengthen African American museum services, this new program will award its first grants in 2006. OTHER ANNOUNCEMENTS

UNTANGLE CALIFORNIA'S NONPROFIT LAWS AND REGULATIONS
Representatives from the IRS, Franchise Tax Board, Employment Development Department and Attorney General’s Office, as well as other agencies, will be participating in nonprofit seminars hosted by the Board of Equalization throughout California over the next several months. Participants will discuss tax laws, exemptions and reporting requirements for nonprofit and exempt organizations. For more or to register, visit www.boe.ca.gov/sutax/nonprofitsched.htm.

PRESIDENT BUSH AWARDS NATIONAL HUMANITIES MEDALS
On Nov. 10 President and Mrs. George W. Bush hosted a dinner at the White House to celebrate the National Endowment for the Humanities' 40th anniversary and to honor the 2005 National Humanities Medalists for their contributions to the humanities. Also, in mid-December, the U.S. Senate unanimously confirmed Bruce Cole to serve a second term as chairman of the National Endowment for the Humanities.

AMERICAN LIBRARY ASSOCIATION GRANTS FOR JAZZ AND MUSIC PROGRAMS
"Looking At: Jazz" will offer libraries and other nonprofit organizations a program of six carefully curated viewing and discussion programs accompanied by a selection of documentary films, essays written by eminent scholars and an extensive resource guide. Fifty institutions will be selected to receive a $1,000 grant to present a series of community programs around themes in jazz history. The programs will consist of screenings of award-winning documentary films, supported by scholar-led discussion and extensive suggested reading lists. The closing date is February 10, 2006. NATIONAL FILM PRESERVATION FOUNDATION ANNOUNCES EXPANDED GRANT PROGRAM
The National Film Preservation Foundation (NFPF) has announced the expansion of its federal grant program in 2006. NFPF offers three types of federal cash grants supporting the preservation and access of historically and culturally significant American orphan films. The NFPF offers basic preservation grants ranging from $1,000 to $15,000, matching grants for larger-scale preservation, and access grants ranging from $3,000 to $15,000. The registration deadline for grants is February 3, 2006; completed applications are due March 10. See http://www.filmpreservation.org/ for additional information.

SCHOLARSHIP/FELLOWSHIP FOR 2006 AAM ANNUAL MEETING
The Committee on Audience Research and Evaluation (CARE) of the American Association of Museums (AAM) is currently accepting applications for two CARE Scholarships/Fellowships to the 2006 Annual Meeting of AAM. The fellowships are for $1000 each, awarded to two individuals interested or active in the field of audience research and evaluation. Fellowship recipients must write a short article for the next issue of the Gauge following the Annual Meeting. Recipients must attend the following: CARE Business Meeting at the Annual Meeting; CARE Evening Event at the Annual Meeting; CARE Issues Luncheon at the Annual Meeting; and the CARE poster luncheon. Please include the following information (must be in a Word attachment): Name, Address, Institutional Affiliation, Current Title, Email address and Phone number. What practical experience do you have in audience research/evaluation? Do you plan on presenting at this year's Annual Meeting? Why would you like to attend the Annual Meeting? How do you think you will benefit professionally from attending the Annual Meeting? How might you, now or in the future, contribute to the field of audience research and evaluation? LEARNING LARGE IN THE SMALL MUSEUM
Registration has begun for the Small Museum Association's annual conference, which will be held in Ocean City, Maryland from February 26th to February 28th. Sessions include topics such as grant writing, workplace communication, disaster planning, college collaborations, outdoor exhibits, living history, and NEH initiatives for small museums, to name only a few. DIVERSITY AND PARTICIPATION IN THE ARTS: INSIGHTS FROM THE BAY AREA
The Urban Institute recently released two reports: Diversity and Participation in the Arts: Insights from the Bay Area and Motivations Matter: Findings and Practical Implications of a National Survey of Cultural Participation. Diversity and Participation in the Arts analyzes the demographics of arts participants in the San Francisco Bay Area as well as the survey methods used by many leading organizations to analyze arts participation for more information, go to www.urban.org/publications/311252.html. WESTERN MUSEUMS ASSOCIATION INVITING SUBMISSIONS FOR POTATO ART
The Western Museums Association (WMA) is searching for the Best Potato Work of Fine Art in honor of their 2006 conference in Boise, Idaho. Submit an original work of art, poem, or creative writing, that includes any variety of potato. First prize is one free complete package registration to the 2006 meeting in Boise, second prize is basic registration to the 2006 meeting in Boise. Open to WMA members only. NEW BOARD CHAIR ANNOUNCED FOR THE JAMES IRVINE FOUNDATION
The James Irvine Foundation announced the election of Gary B. Pruitt as the new Chair of its Board of Directors, and Patricia Salas Pineda as Vice Chair. Pruitt was first elected to the Irvine board in 1999 and is currently Chairman, President and Chief Executive Officer of The McClatchy Company, a leading newspaper and Internet publisher headquartered in Sacramento, California. LAWRENCE FOUNDATION FUNDS EDUCATIONAL PROGRAMS
The initial focus of Lawrence Foundation is education, environment and health although their interests are fairly diverse and may lead them into other areas on an occasional basis. CEC ARTSLINK FUNDING AVAILABLE
CEC ArtsLink provides support to US artists, curators, presenters, and nonprofit arts organizations conducting projects in Central Europe, Russia, or Eurasia. Applicants must be working with an artist or organization in the region, and projects should benefit participants and audiences in the US as well as in the host country. Awards range from $2,500 to $10,000. Discipline categories for this round of granting are performing arts and literature. For complete information on how to apply, visit http://www.cecartslink.org/ .
