PARTICIPATE IN CAM 's COMPREHENSIVE STUDY OF CALIFORNIA MUSEUMS

Every museum in California should be receiving a postcard from the California Association of Museums next week inviting you to participate in a comprehensive study of all California museums. Your participation in this survey is very important. The data collected about California museums will be pivotal in strengthening the field as a whole, communicating our value to stakeholders and legislators, and developing benchmarking tools for museum administrators. The survey will be conducted online and analyzed by the Public Research Institute (PRI) at San Francisco State University .

The postcard will contain the instructions on how to complete the online survey and provide a unique access code for each organization. Each museum's response will be completely confidential and most questions are multiple choice. Please contact PRI at 415/338-2978 for a hard copy of the survey. For general questions, please contact Celeste DeWald, CAM Executive Director, at 831-471-9970 or cam@calmuseums.org.

CCHE ANNOUNCES SECOND ROUND OF FUNDING - DEADLINE IS JANUARY 31, 2006

The California Cultural and Historical Endowment (CCHE) approved a new grant application at their board meeting yesterday, October 25, 2005 , and reaffirmed that the deadline for the second round of funding will be January 31, 2006 . This round will distribute $43.5 million for capital asset projects that illustrate the diverse and outstanding stories of California . There have been many changes that have been implemented since their inaugural round of applications last year, so please familiarize yourself with the new format and requirements if you intend to apply. CCHE board and staff members believe that these are positive changes to provide a more clear and definitive direction for potential applicants to share their project with CCHE. CCHE staff will be conducting approximately 15 workshops throughout the state in December and January to answer questions and provide additional information about the second round of funding. A final grant application and informative workshop schedule will be posted on their web site in the coming weeks. A draft of the grant application is available online at http://www.library.ca.gov/CCHE/index.cfm. The California Association of Museums has attended all of the CCHE board meetings and provided feedback to benefit California 's diverse museum community.

NEW CALIFORNIA LAW AFFECTING LIVE ENTERTAINMENT AND EMERGENCY EXITS

If your museum has a performance stage or charges admission specifically for live entertainment, you should know that a new law was signed by Governor Schwarzenegger on October 5th that affects your pre-performance announcements.

On October 5, Governor Schwarzenegger signed AB1194, authored by Assemblymember Jenny Oropeza ( D-Long Beach ). This bill requires that any person or public or private firm, organization, or corporation, that owns, rents, leases or manages a facility that hosts a ticketed event for live entertainment shall make an announcement of the availability of emergency exits prior to the beginning of the live entertainment. As used in this section, "facility" means a building or portion of a building having an assembly room with an occupancy load of less than 1,000 persons and a legitimate stage for the gathering together of 50 or more persons. This new law will take effect January 1, 2006 . Failure to comply is a misdemeanor. Presenters should be prepared to add "please take a moment to look around for the nearest available emergency exit" to their pre-performance announcements by January 1, 2006 .

AB 1194 was one of many bills that were monitored by CAM 's Legislative Committee and lobbyist. When it was originally introduced, CAM expressed concern that this bill could negatively affect museums that host receptions, family events, and other programs that feature live entertainment. We explained that it would be an imposition if a museum hosting a reception with a live musical group was required to make periodic announcements when visitors are arriving at different times and scattered throughout the institution. CAM worked with the author to clarify that receptions or programs that do not "charge admission specifically for the live entertainment or feature a legitimate stage” are not affected by this legislation. This opinion was documented to clarify the Assembly’s intent in passing this legislation prior to it being signed into law. Without CAM ’s involvement, it is quite possible that all California museums would have been required to make periodic announcements about their emergency exits at family programs or receptions.

NEW GUIDE HIGHLIGHTS DISASTER RELIEF FOR CULTURAL INSTITUTIONS

A new resource from the Heritage Emergency National Task Force identifies federal funding to help make an emergency plan, buy disaster supplies, or train staff for next year's hurricane season. Before and After Disasters: Federal Funding for Cultural Institutions provides information on 15 federal grant and loan programs to help cultural institutions and historic sites prepare for and recover from disasters. Before and After Disasters was produced by Heritage Preservation with support from the Federal Emergency Management Agency and the National Endowment for the Arts. Before the guide was printed, the Task Force made it available electronically to help victims of Hurricanes Katrina and Rita. The new booklet covers programs for planning and mitigation as well as recovery. The agency profiles contain information on eligibility and funding levels and include practical examples. A selection of on-line resources helps institutions find professional conservation expertise for their collections and the communities they serve. Up to 50 copies of Before and After Disasters can be ordered at no charge from the FEMA publications office. Phone 800/480-2520 and ask for FEMA publication #533. The 32-page booklet can also be downloaded from Heritage Preservation's Web site at www.heritagepreservation.org.

The Heritage Emergency National Task Force has helped to make disaster preparedness and response a higher priority for cultural heritage organizations across the country. The Task Force--an initiative of Heritage Preservation and the Federal Emergency Management Agency--is a partnership of 40 government agencies and national service organizations. Learn the latest information on hurricane recovery efforts and find valuable disaster resources at the Task Force Web site, www.heritageemergency.org.
