| REMINDER - CAM CALL FOR PROPOSALS DUE DECEMBER 1ST |
The deadline for proposals for 2005 workshops and articles is less than one week away! The California Association of Museums (CAM) will be hosting a regional workshop series in 2005, in response to many requests from CAM members for affordable, regionally accessible programs. CAM invites proposals for one-day workshops and/or newsletter articles that will provide valuable tools, resources, or information to the museum field in California. A complete call for proposals can be found at CALL FOR PROPOSALS, with instructions on how and where to submit a proposal. Please submit all proposals by December 1, 2004.

| CAC TO PROVIDE ARTS EDUCATION GRANTS |
On Monday, November 15, the California Arts Council held a public meeting in Los Angeles and approved a plan to re-establish a grants program to support arts education activities for organizations that have an established track record of providing such activities. Through funding from the Arts License Plate, the National Endowment for the Arts, and efforts to re-direct operations spending, the agency will provide more than $500,000 for arts education grants. It is the CAC's aim to identify excellence in this area and to distribute the funds broadly throughout the state. Grants will be in the $3,000-$5,000 range. Online applications will be available in early January 2005 with a March deadline. Grant awards will occur in May 2005. [Excerpted from the California Arts Council's Weekly Update 11/18/04.]
| NEW REQUIREMENTS FOLLOWING PASSAGE OF SB 1262 "NONPROFIT INTEGRITY ACT" |
The Attorney General has recently published a "Summary of Key Provisions" for the application of new requirements due to the passage of SB 1262 (Sher) Charitable organizations: fundraiser (a.k.a. "The Nonprofit Integrity Act"). These requirements will be effective January 1, 2005. Some of the provisions include an independent audit of annual financial statements and an audit committee for organizations with budgets of $2 million or more and written contracts with commercial fundraisers. | IMLS LEADERSHIP GRANT GUIDELINES AVAILABLE |
The Institute of Museum and Library Services (IMLS) announces that the guidelines for the updated National Leadership Grant program for libraries and for museums are now available on the IMLS Web site as a PDF file at: http://www.imls.gov/grants/museum/pdf/2005NLG.pdf. Paper copies of the guidelines can be requested by calling 202-606-8539. The program features three new categories, "advancing learning communities," "building digital resources," and "research and demonstration," under which both museum and library applicants will apply. Each of the three categories also encourages museums and libraries to partner with each other or with other community learning organizations.
The deadline for all National Leadership Grant categories is February 1, 2005. Grants will be awarded in mid-September. Applicants may request $25,000 to $1,000,000. For more information, go to www.imls.gov.
| CONGRESS FINALIZES NEA AND NEH BUDGETS FOR FY 2005 |
On Saturday, November 20, Congress finalized FY 2005 funding with the passage of a nine-bill "omnibus," which rolled several spending bills into one large $388 billion package. Congress essentially froze all non-defense spending, allowing small increases in certain programs, and reducing or eliminating funding for numerous programs. Fortunately, cultural funding was one of the few domestic spending areas that will realize some small increases. A comparison of federal funding (post-rescission) between last year and this year follows:
National Endowment for the Arts:
FY 2004: $120.97 million
FY 2005: $121.27 million
The NEA increase will incorporate approximately $2 million for the new American Masterpieces program, which will sponsor presentations of the great American works across all art forms, and will reach large and small communities in all 50 states. The popular Challenge America program will be funded at approximately $21.5 million.
National Endowment for the Humanities:
FY 2004: $135.30 million
FY 2005: $138.06 million
Approximately $16 million of the NEH funding is for matching grants. The final bill specifically noted a decrease of $2 million for the "We the People" initiative.

The Legislative Analyst Office has released "California's Fiscal Outlook." The report provides projections of General Fund revenues and expenditures for 2004-05 through 2009-10. It includes the Legislative Analyst independent assessment of the outlook for California's economy, demographics, revenues, and expenditures. | NEW PRESIDENT AND SECRETARY GENERAL ELECTED TO ICOM |
Alissandra Cummins from Barbados was elected President of the International Council of Museums (ICOM) on October 8th, 2004. It is the first time that ICOM, created in 1946, has elected a woman as President. She succeeds Jacques Perot, President of ICOM from 1998 to 2004. Cummins is Chairperson of the Barbados National Commission for UNESCO. She was the Vice-chairperson of ICOM Museum Association of the Caribbean (ICOM-MAC) from 1989 until 1992. From 1998 to 2001, she was a Member of the UNESCO Executive Board. She has widely contributed to the influence and protection of Cultural Heritage in her country in 1999, by becoming Special Envoy for Cultural Heritage in Barbados.
In addition, John Zvereff, a U.S citizen, has been appointed Secretary General of ICOM, by the Executive Council. The new Secretary General took office in Paris on November 2nd, 2004. The Secretary General, is ICOM's Executive Officer and directs the Organization, from its Paris Headquarters (France), with a multicultural staff of fifteen. Under the leadership of ICOM's new president, Alissandra Cummins, and its Executive Council, Zvereff will pursue a more proactive role for the organization and new partnerships to allow for increased and better services to its membership. REMINDER: SAVE OUR HISTORY GRANT APPLICATIONS DUE FRIDAY, DECEMBER 3
The deadline is quickly approaching for The History Channel's Save Our History National Grant Program. This year, $250,000 in grants will be awarded to historical organizations that partner with educators on projects that help students learn about and appreciate the history of their local communities. The History Channel has recognized and is focusing on the needs of organizations whose mission is to preserve and maintain the fabric of our nation's history. The History Channel will award grants between $1,000 and $10,000. Grant applications are due December 3rd and can be found and submitted online at www.saveourhistory.com.
PARTNERSHIP FOR A NATION OF LEARNERS COMMUNITY COLLABORATION GRANTS
The Institute of Museum and Library Services, in conjunction with the Corporation for Public Broadcasting, has released guidelines for the Partnership for a Nation of Learners (PNL) Community Collaboration Grants. Grants range from $25,000 to $250,000, and are designed to support new and existing lifelong learning collaborations between museums, libraries and public broadcasters. Grant applications for FY 2005 are due on March 1, 2005; grant awards will be made in September 2005. The PNL initiative will also feature extensive professional development opportunities for museum, library and pubic broadcasting personnel. MUSEUM STUDIES COURSE
The Cultural Resource Management Program at the University of Victoria, British Columbia is offering "Building Community Relationships," a distance education opportunity designed to meet the needs of a range of individuals who wish to develop their knowledge and skills in community-centered practice. This course is conducted from January 17 to April 23, 2005. The registration deadline is December 22, 2004. MUSEUM SCIENCE AND TECHNOLOGY SURVEY
Dr. Paul Marty of the School of Information Studies at the Florida State University is conducting an online survey to identify topics that pertain to the application and use of information science and technology in museums (an area of research called museum informatics), and that are of interest to museum professionals, educators and students. The results of this survey will be used to inform the development of a new program of study in museum informatics. MUSEUM EDUCATION MONITOR
The Museum Education Monitor (MEM) is compiling a list of graduate students, doctoral candidates, and post-doctoral fellows researching and writing about the theory and practice of museum education. This list will be published in the upcoming December issue of MEM to complement its section featuring completed theses and dissertations. If you would like your research work to be noted, please send an e-mail to mem@mccastle.com that summarizes the name of project, research question(s) (no more than 50 words, please), principal researchers, site(s) where research is being conducted, time span, contact information, and key words to describe the project (no more than 4 or 5, please). Deadline for submissions for this issue is Friday, December 10, 2004.
ARTOGRAPHY: ARTS IN A CHANGING AMERICA
ARTOGRAPHY: Arts in a Changing America, is a pilot program being incubated by Leveraging Investments in Creativity with a grant from the Ford Foundation. Artography's goal is to support exemplary art making as seen through a lens of the changing demographics of the U.S. and its expanding realm of cultural aesthetics. The program seeks organizations that are recognized as artistic leaders and have demonstrated a commitment to diversity through the composition of their leadership, staff, and decision-making processes. Artography will award 8-12 organizations two-year general operating support grants of $25,000-$50,000 annually, with additional funds made available to grantees for targeted purposes on a competitive basis. The preliminary application is due on January 14, 2005 and decisions to invite full proposals will be made by March 21, 2005.
